House Passes HR 4133 Binding the US to Israel and Their War Agenda

Without any mainstream media coverage at all, the House of Representatives passed the United States – Israel Enhanced Security Cooperation Act of 2012 (USIESC).

The USIESC, written by Eric Cantor, claims there is a need to provide Israel with unlimited military and financial aid as a result of the disturbances caused by the Arab Spring.

Israel will have an essentially unlimited amount of funds allocated to them through the Federal Reserve Bank. The country will also enjoy an “expanded role of NATO” that consists of an “enhanced presence at NATO headquarters and exercises”.

The USIESC pledges the US government’s “commitment” to assist Israel in remaining a Jewish State; as well as protection from the UN if the UN Security Council resolves to hold Israel accountable to international laws.

The US government’s counter-terrorism unit will also aid Israel by any means.

This USIESC asserts that “supported by the American people” the US government will “repeatedly affirm the special bond between the United States and Israel” and that the two countries have “shared values and shared interests.”

If there were ever language to suppose that there were a merging of these two nations, the USIESC fits that bill.

The Executive Summary of USIESC says that “the following actions to assist in the defense of Israel” are:
  1. Provide Israel such support as may be necessary to increase development and production of joint missile defense systems, particularly such systems that defend the urgent threat posed to Israel and United States forces in the region.
  2. Provide Israel assistance specifically for the production and procurement of the Iron Dome defense system for purposes of intercepting short-range missiles, rockets, and projectiles launched against Israel.
  3. Provide Israel defense articles and defense services through such mechanisms as appropriate, to include air refueling tankers, missile defense capabilities, and specialized munitions.
    Allocate additional weaponry and munitions for the forward-deployed United States stockpile in Israel.
  4. Provide Israel additional surplus defense articles and defense services, as appropriate, in the wake of the withdrawal of United States forces from Iraq.
  5. Strengthen efforts to prevent weapons smuggling into Gaza pursuant to the 2005 Agreement on Movement and Access following the Israeli withdrawal from Gaza and to protect against weapons smuggling and terrorist threats from the Sinai Peninsula.
  6. Offer the Israeli Air Force additional training and exercise opportunities in the United States to compensate for Israel’s limited air space.
  7. Expand Israel’s authority to make purchases under the Foreign Military Financing program on a commercial basis.
  8. Seek to enhance the capabilities of the United States and Israel to address emerging common threats, increase security cooperation, and expand joint military exercises.
  9. Encourage an expanded role for Israel within the North Atlantic Treaty Organization (NATO), including an enhanced presence at NATO headquarters and exercises.
  10. Support extension of the long-standing loan guarantee program for Israel, recognizing Israel’s unbroken record of repaying its loans on time and in full.
  11. Expand already-close intelligence cooperation, including satellite intelligence, with Israel. 

Folks, this is very upsetting.  Eric Cantor does not speak for me or my friends, and no one I know agrees with any of this cockamamey nonsense.  This is all pretext for the upcoming strike on Iran, an Edomite agenda item which calls for massive genocide on a worldwide scale, and this is all playing into those hands with the intention of covering it up to the public with "plausible deniability".

California hides BILLIONS from its taxpayers

California Government Hides Billions From Taxpayers

The Big Lie

Over the past weekend, Gov. Jerry Brown of California took to the safety of YouTube to reveal that the Golden State’s budget deficit is now $15.7 billion, far greater than the original $9.2 billion estimate in January. (CNN, May 15, 2001)

The Simple Truth

The State Government of California has $100′s of billions in liquid investments and assets, could easily pay off all of its debt tomorrow, and would have $100′s of billions left over.

What if I could show you over $577 billion in investment fund balances that aren’t being reported by the California State Government on its budget report?

Well that is what I’m about to do…

In this article we will once again show the purposeful omission of massive amounts of wealth by your government. If you live in California, this may well be the most important thing that you read this year. If you live elsewhere… rest assured that the same holds true in your State, County, Municipality, School and other districts.

In what can only be called a recently government produced propaganda video, California Governor Jerry Brown is addressing and purposefully lying to the people of California, where he nicely threatens to cut school funding by multiple billions if the people of the State do not vote in favor of his new budget plan:



“Gov. Jerry Brown’s 2012-13 budget would slash $5.2 billion in public school funding if voters reject the tax increases he is trying to put on the November ballot…”

So… is California in such a financial deficit, as the Governor and his proposed and revised budget plan so matter-of-factly states?

This is the question that we will be answering today. But in order to answer this question, we must go to the true source of financial auditing for government, the Comprehensive Annual Financial Report (CAFR). This report – the full accounting of government and its investments – is virtually never spoken of publicly. It is not mentioned on the nightly news. And it is not referred to when addressing the people about taxpayer issues and budgetary considerations and shortfalls. In short, this CAFR report is the Holy Grail of government accounting; very difficult to read and comprehend, and worse of all… it is hidden in plain sight.

Here is a link for the 2011 Comprehensive Annual Financial Report (CAFR) for the State government (corporation) of California – a 300 page, independently audited report required by federal law, and which will be the subject of the following information.

Now, the first thing that must be understood is the difference between the partial “budget report” as referred to above by the Governor, and that of the Comprehensive Annual Financial Report – which is the full audit of the California government. The following paragraph is taken directly from the 2011 CAFR report, and explains this difference quite succinctly…

On page 200, the 2011 California State CAFR explains the following (emphasis mine):

“On a budgetary basis, the State’s funds are classified as either governmental cost funds or nongovernmental cost funds. The governmental cost funds include the General Fund, most of the funds that comprise the Transportation Fund, and many other funds that make up the nonmajor governmental funds reported in these financial statements. Governmental cost funds derive their revenue from taxes, licenses, and fees that support the general operations of the State. The appropriations of the budgetary basis governmental cost funds form the annual appropriated budget of the State.

Nongovernmental cost funds consist of funds that derive their receipts from sources other than general and special taxes, licenses, fees, or state revenues and mainly represent the proprietary and fiduciary funds reported in these financial statements. Expenditures of these funds do not represent a cost of government and most of the nongovernmental cost funds are not included in the annual appropriated budget…”

And so we can see that governments participate in many business activities; and we must first and foremost understand that a large portion of liquid investment assets are held within what the government calls “non-governmental” activities, including “Enterprise Operations”. These investment assets are usually kept in what are called “Investment Funds”.

But government is only obligated (by its own law) to report what it refers to as “governmental” or “taxpayer” activities to the citizenry on its “Budget/Appropriations Report”. Tax in… Tax out…

In short, the Governor of the great corporate State of California is lying to his taxpayers through the act of omission of these CAFR facts, by only referring to a hand selected portion of that CAFR, which is called the State’s annual budget report. While this should be tried as perjury, the laws of the State/Federal government protect him from this ever happening.

To help in your understanding, let’s say that you were to have a checking account with $1,000 and a savings account with $10,000 in two different banks, and that you only reported to the government that you had $1,000 dollars as your net worth because you don’t want to use your savings account to pay bills (taxpayer obligations) to government. You’d be audited and put in a federal debtor’s prison. But for government, the simple designation of “non-governmental” or “non-taxpayer” income and investment returns allows them to hide all of this wealth from the people and the “Budget Report”, while never mentioning the funds and wealth in the CAFR report. The only difference is that government does this legally – because government makes its own laws!

Why do they do this?

The answer is simple, really… TO JUSTIFY THE CONTINUATION OF, THE RAISING OF, AND CREATION OF NEW TAXES!!!

Taxation is nothing more than revenue generation. And much of that taxpayer money ends up in non-governmental corporations and investment funds.

Think of a manager of any department in any private corporation whom, at the end of the fiscal year has $10,000 dollars left over in his expense account. If he doesn’t spend that money, he will be appropriated $10,000 less for his budget in that next fiscal year because he was given too much for the current year. So he purchases extra supplies his department doesn’t need and maybe even spends $1,000 extra so that he gets even more money appropriated for the next year. As long as government shows a budget report to the people (taxpayers) that excludes many of its assets because they are non-governmental (non-taxpayer obligated) assets, it can continue each year to claim the need for more taxation and more debt because it is funneling so much money into these nongovernmental investment funds.

B. Government-wide and Fund Financial Statements

Government-wide financial statements (the Statement of Net Assets and the Statement of Activities) give information on all the nonfiduciary activities of the primary government and its component units. The primary government is reported separately from legally separate component units for which the State is financially accountable. Within the primary government, the State’s governmental activities, which are normally supported by taxes and intergovernmental revenues, are reported separately from business-type activities, which rely to a significant extent on fees and charges for support. The effect of interfund activity has been removed from the statements, with the exception of amounts between governmental and business-type activities, which are presented as internal balances and transfers.

Pension Funds are a special case. It is very important for the reader to understand that the world-wide pension system (including Social Security and Medicare funds) is the government’s main tool to funnel massive amounts of taxpayer money into these investment funds schemes. This is taxpayer money being contributed (given) to these pension funds with no benefit to the majority of the taxpayers in the State (only benefits State employees), and these taxpayer contributions are added on top of what these actual state employees contribute. The employees themselves have no equity in the taxpayer portion of contributions that are given over to the pension funds, and is the property of the government fund – NOT THE EMPLOYEES!!!

According to the chart on page 234 of the California State CAFR, the contributions to these pension funds were as follows:

Remember that the so-called budget deficit that was quoted by the Governor for 2012 was only $15.7 billion, revised from $9.2 billion.

And yet here are the taxpayers being forced by law to contribute to this pension investment scheme with no benefit whatsoever to the non-state employed taxpayers.

This means that the 37,691,912 people who lived in California as of July 1, 2011 paid over $12 billion to support only State employees by allowing the California Government to give their taxpayer funded money to the pension fund system. This does not include federal, county, and local contributions of taxpayer money to those other pension systems.

But perhaps the hardest thing to contemplate about this Pension System scheme is this (Page 235)…

After all benefits were paid to the employees of these pension funds, the fund’s investment return grew by an astonishing $67,974,593,000 in one year, compared to the 2010 CAFR.

This means that while the governor of California is declaring a deficit over the entire state budget of $15 billion, the State’s pension fund investment schemes in total gained over $67 billion for the same year!

And the Governor says: (que evil laugh) Let’s cut taxpayer services or I’ll cut even MORE funding to schools!!!

So all it would take to get California out of debt would be $163,900,000,000 ???

That’s it?

You better believe it!!!

But there is one big problem… Government likes debt. Debt is profitable. And so government is in a continuous cycle of borrowing and bonding money… FROM ITSELF!!! One government or fund will loan to another. Government funds makes loans and creates corporate bonds to banks and corporations. The whole shell game is about creating and sustaining debt to ensure future taxation for more investment opportunities in the future. The thought of paying off all debt would be like asking pharmaceutical companies to develop a cure for disease… It ain’t going to happen!!! They’d be out of business if they cured the thing they treat the symptoms of… and so too would a majority government bureaucracy be redundant and unnecessary if government did not promote perpetual debt.

So let’s add up what we’ve found here today, and see if California could pay off its debt tomorrow and never have to issue a taxpayer bond ever again…

It promotes debt and hides assets.

This should not be construed as the only hidden wealth in the California State government… just the wealth we have uncovered today.

And you must understand that this is only the State government’s CAFR. Each County, city, district, and other local governments and pension funds have their own CAFR’s with their own funds and hidden wealth – hidden in plain sight. Totals for Los Angeles, San Francisco, and other counties and municipalities in California will, when combined together, dwarf the investment wealth of the State government alone.

They will tell you that some of these investments are restricted and not able to be used for taxpayer services. And as a taxpayer, that should really piss you off!

They will also tell you that laws are in place that don’t allow these funds to be transferred for other purposes other than what they are designated for. And yet Obama and State legislators continuously speak of raiding the pension funds for their own benefit. In their opinion, it’s government’s money after all, not the employees or the taxpayers. But of course it is the law-makers that are telling you this nonsense. Law-makers… Get it? They make the laws. They can break them too, or create better ones that would pay off all debt and significantly lower taxes and downsize government tomorrow.

But then, the people would actually have to force this to happen…

Are there any real people out there?

Sometimes I wonder…

The Senate Rules committee met yesterday (May 23rd) and AB2109 did not get referred out to any committee. We do expect it to be referred out next Wednesday to Senate Health and potentially another committee. Please continue to contact your own Senator and educate them on the reasons AB2109 should be opposed. We hope to notify everyone of the committee assignment next Wednesday. It's usually not a bad thing for a bill to be hung up for a week, but in this case, no one really knows what exactly is going on other than you can be sure Dr. Pan is lobbying as many Democrats as he possibly can doing his little brown bag lunches and talking about how the Olympics is coming and we're all going to catch measles.

Just listening this morning to TME waiting to see if Dr Ott returns to the air after his only show on 5-18 after ten days of being away and now recovering from an eye surgery.   Anyone who missed the 5-18 show should get their hands on the archive and listen to it carefully - theres some revelations in this show that have not been discussed previously.

On the topic of revelations, I just completed the third book of the Radu Cinamar series, Mystery of Egypt: The First Tunnel.  Wow,  I mean, wow.  If indeed this story is truthful and so far I have no reason to believe it is not, then wow.  This stuff here could change everything.  Everything.

I find it interesting that as the medical field does all this research into asthma and developing treatments for it which include nanotechnology, I have yet to hear anyone discussing the particulate matter being ingested by humans and its relationship to asthma, or anyone attempting to define exactly what that particulate matter might be, or what the source(s) may be.  Nothing.  No mention whatsoever.  Another thing that makes me go hmmmmm.

Still busy folks.  Thought by now Id have time to really play catch-up but nope, still workin like theres no tomorrow.  Now Im working an international convention of doctors, likely to do a different international convention of doctors immediately following.  I love the variety of the international women... so much different than American women... its just lovely.  Makes me really want to pack my things and head for the french riviera and not look back.  American women have so much to learn.

Just another brick in the wall

I've been not posting much this week because I've been on crew building the largest stage and PA I've ever seen built for the show tonite at the ballpark - Roger Waters' The Wall.  After the show tonite is an all niter pulling it all down to make way for monday's Giants game.   Once I'm rested I'll catch up on everything.

On my next post I'll try to explain a bit more about this 90-day program of Dr. Wil Spencer's that I'm undergoing as part of a clinical study.   I find it all fascinatingly unique and am grateful Dr Wil has donated the associated products and literature for me to be part of the study.  Stay tuned.


Postscript:

While working out at the ballpark it was easy to see the many chemtrail planes overhead, and I had a few discussions with others about it as we watched the dumping descend to the ground all over the bay.  The entire time I was out there my lungs were irritated and I was hacking out CLCs constantly.

Again I am pleasantly surprised at how many others out there are hip to such subjects as chemtrails and toxic vaccines.  Word is really getting around.

Accused pedophile a victim of an FBI frame-up; case dismissed all charges dropped

This does not bode well for the FBI, the SFPD, or KTVU channel 2 news.

If anyone remembers months ago I posted about a friend of mine, a neighbor and co-worker whom I have known for many years, who was abruptly arrested and charged with child pornography.  The evidence cited was all either false or circumstantial and there was no evidence ever that any crime had been committed, most certainly toward any child.

You may remember that I appeared briefly in the KTVU newspiece that aired before his day in court, effectively hanging him in the jury of public opinion before all the facts were out.  You may also remember that the SherriLen and Babbles FartSmell also levied attacks calling me a pedophile for sticking up for my friend.  This should tell you all you need to know about these malicious liars.


Doesnt it really suck for them now as I have been proven out and out that I was right all along.

There will be more to post about this as I have time, but suffice it to say that now that his case has been dismissed and ALL charges dropped, based on illegal searches and entrapment activities by the SFPD and FBI, we won't see KTVU going on-air anytime soon to make any apologies for ruining this guy's life by publicly trashing his good name and calling him a pedophile - when it just wasn't true and now the proof is a matter of public record.

Poor guy, he was sitting in a federal prison in the east bay all this time - had only been out six weeks on bail when the KTVU piece aired, then a federal magistrate sent him back to prison while they sorted out how to charge him.  How to charge him.  He sat in there for months and months, with no official trail date set, and no evidence to back up any of the bogus charges.  He was exempted from a speedy trial under something called the Speedy Trial Act which only applies to federal cases, where anyone can speak up and prevent a speedy trial from happening, just by voicing opposition.  He was just released last Thursday after about 11 months in prison, absolved and cleared of any and all charges associated with the case. 

His impounded motorhome had vanished... SF Auto Return claimed it was disposed of, despite it being held as evidence in a federal case.  He got some of his other belongings, and after pulling some teeth, his savings which had been seized out of his accounts as well.  After all that he's been through, he looks amazingly well and calm and collected.  And you bet, he is talking with lawyers about a number of countersuit cases for damages against the FBI, SFPD, and most importantly KTVU for their broadcast production piece of malicious and false slander.  This aint over by a longshot.

I think this highlights a growing problem we have in the nation with local police forces being trained to frame up individuals and plant evidence and so on.  We have seen two complete police squadrons taken down here in SF recently after being videotaped making illegal searches and seizures, and planting evidence - its been all over the news.

AB2109 is to be taken up on the Assembly floor Thursday the 10th. No idea why they "passed and retained" the bill yesterday. It could also get hung up until Monday, but either way, we still have some time to work on Assembly members. We should work on Democrats.

Joan Buchanan is completely on the fence so calls to her office tomorrow, and better yet a visit if you live in Sac or close to it, could make all the difference. We could crack a Democrat which would be huge. I had a great visit with Keith in her office today. He told me that no one has ever put it the way I did which was to ask him the question "Should we really be forced by the government to pay for or ask for permission to opt out of a medical procedure?" I told him to remove the word "vaccine" and insert any other medical procedure. That really seems to make people see the ridiculousness of this. Mike Gatto, who asked some good questions in appropriations, has a great staffer named Aaron. He really didn't like the fact that parents could end up in a position of paying for and going to numerous office visits only to be left with no signature. So much so that he went and asked Pan if there was anything in the bill guaranteeing a signature. Of course there is not and now there is a push to get Pan to add that guarantee. Not that we would ever support the bill even if that were added, we should not have to get a signature, but think about how angry health care practitioners would be if they were forced to sign the exemption! There's no way they will like that. We could have a whole new opposition. If we don't, then our point remains more valid than ever. He was genuinely helpful, concerned, and went beyond what most staffers do. Be really, really nice to him! And ask him questions! He is smart but seems to be OK with Democrat thinking that we need "rules and hoops" in society. Not so much though when you ask him to put himself in that position.

Everyone: if you have the time for phone calls or faxes or a visit, TOMORROW IS THE DAY. Any Democrat Assembly Member is good, but start with Buchanan and Gatto. If you are a consituent, it wouldn't hurt to let them know how their vote on this bill will impact your vote in the next election.

Big points to make are but not limited to: What really happens if the bill passes? These people have not thought it through. Parents who cannot get a signature cannot enroll their kids in school. It is illegal to not enroll your child in school. Parents could go to jail.

Outbreaks are not because of the unvaccinated. We have more than enough studies showing outbreaks in fully vaccinated populations. Pertussis is not going to go away because the circulating strain does not match the vaccine strain and even if it did, vaccine induced immunity wanes, now they say 3 years!

Parents do not use exemptions out of convenience. Dr. Pan is telling everyone that this is the case. I do not know a soul who opts out because that is more convenient.

Even if this gets out of 3rd reading on the Assembly floor, things are looking more feasible in the Senate. We are already laying the groundwork there and there are less of them, half actually. We can do this. Vermont did finally succeed for those who don't know. Please hang in there.

The Assembly convenes at 9:00 am on Thursday. If you can attend please let me know, we need people as we have a strategy for that morning. We can't let go of the possibility of this bill not leaving the Assembly. Anything is possible.

OPPOSE AB2109

- AB2109 violates California parental rights to exercise a philosophical exemption given under California law.

- This violates Californians constitutional rights because parents are being forced to get PERMISSION to opt out of a voluntary medical procedure.

- This bill forces parents to utilize an allopathic model of healthcare for their child in cases they may opt for a more natural approach, such as homeopathic, acupuncture, chiropractic, Chinese Medicine, etc.

- Pediatricians won't want to sign off on the exemption form because they won't meet their quotas for vaccinated children and bonuses.

- Pediatricians won't want to sign off on the form because they will get reduced reimbursement rates from the insurance companies due to vaccination requirements.

- Pediatricians won't want to sign off on the form because of the liability of it.

- Insurance companies will not pay for the office visits to sign off on these forms.

- California parents will have to pay out of pocket for this additional office visit.

- California parents will most likely have to shop around to several different pediatricians to get a signature, requiring more money and lots of counseling sessions or coercing that they shouldn't have to be subject to for exercising a right.

- It will be difficult for parents who don't have an established pediatrician already. They will have to a very lengthy discussion possibly over several visits to have them sign off on the form, costing even more money out of pocket.

- Many parents that utilize the philosophical exemption have done extensive research in this area and/or have a personal/religious belief against taking them and are acting in the best interest of their child.

- If parents can't get a signature on the form, their child won't be able to go to school without getting vaccinated.

- There is no way that all of the pros and cons of vaccines can be discussed in one short visit to a pediatrician.

- You don't need a doctor's signature to prove a patient has been educated.

- If this bill is passed, it will set precedence for many other states and could eventually end the philosophical exemption across the board.

It is in the utmost digust and frustration that I write this email to all of you tonight. Most of you probably already know the news, AB2109 passed out of the Assembly
Appropriations Committee today with all Republicans against and all Democrats in support.

Attached [below] is my fiscal analysis which was provided well in advance. A more detailed analysis was provided by NVIC as well. There is ABSOLUTELY NO REASON for Ms. Murawski to have done such a woefully inadequate job of preparing this fiscal analysis other than that our legislative system here in California is corrupt and not one shred of truth is allowed to reach the surface. Had the true cost been reflected, the bill would have gone into the suspense file and likely died.

Once again, I was cut off in testimony, not that any of it would have mattered. No one was going to allow any truthful, thoughtful dialogue to take place today. I was not allowed to answer questions and in trying to do so, I was told by the chair and co-author Felipe Fuentes, that the question was not directed at me but rather at Dr. Pan. I cannot count the OUT AND OUT LIES that were told and repeated over and over again by those in support and the sponsor, Dr. Pan. It is infuriating.

We also provided a claim that has been submitted by Twin Pines School District over the TDaP booster mandate which has cost that school district alone $25,000 and it is estimated to have cost the state $6 million. AB2109 won't be any different but no one at the legisature cares.

Folks, I'm at a loss for what to say other than we are going to need every man, woman and child who can possibly show up to be there for the next hearing on the Senate side. We of course have no details as of yet. We need MORE MD'S in opposition. We need 50 times the amount of people we have had to contact their Senators. We need parents who have vaccine injured children to show up in their Senator's offices (even district offices if that's all you can do) with their stories and before and after pictures of their children. We have got to pull out ALL THE STOPS. This is WAR. And a war cannot be won by one person, a few people, a few dozen people, or a few hundred people.

If thousands of Californians do not stand up and DEMAND MEDICAL FREEDOM RIGHT NOW, this is over. And forget the vaccine issue. You'll need permission to opt out of whatever money making status quo procedure du jour the California Medical Association decides that you uneducated, inept people need to have.

These people NEED TO HEAR the truth about vaccine injury. They all think they are saving the world with their warm and fuzzy do-gooder "we know better than you idiot parents" mentality. They do not believe vaccines cause harm so they have no problem taking your rights away.

Most importantly, when this is over, these tyrannical, arrogant, braindead legislators who vote for this stuff all day long need to be VOTED OUT OF OFFICE. I won't go into a political tirade about Democrats and Republicans here because I loathe both of them, but it is very apparent at this point which party is just fine with trampling your rights at least when it comes to this issue and it's not the Republicans.

Will get information out as soon as we have details about where we need to focus in the Senate, but it is safe to say that you need to contact your own Senator now and I wouldn't hesitate to start contacting Governor Brown at this point either. If nothing else, he needs to hear about what an incredible failure of a legislative system he presides over. What has taken place in both Assembly Health and Appropriations should make anyone involved at the Capitol hang their heads in utter shame. We pay these peoples salaries. What a disgrace.

AB2109 Fiscal Impact to the State of California

AB2109 will have a fiscal impact to the state of California far in excess of $150,000 and should therefore be placed into the suspense file.

The two main costs to the state will be production and distribution of a new form and the cost of multiple visits to a healthcare practitioner to obtain a signature for a personal beliefs exemption on this new form. Current law allows for a personal beliefs exemption from vaccination and there is a place for the parent or guardian to sign on the back of the blue immunization form required by all schools. AB2109 requires a new signature on a new form and someone has to pay the healthcare practitioner to sign the form. There is no guarantee that a signature will be obtained simply because one pays for an appointment.

The assumption that obtaining a signature from a health care practitioner in ONE VISIT is FALSE.

There are published studies showing the percentage of pediatricians that would dismiss patients who refuse vaccines. http://www.ncbi.nlm.nih.gov/pubmed/21812165 - this one says 30% have dismissed families for vaccine refusal. Another, http://archpedi.ama-assn.org/cgi/content/full/159/10/929#relation_type_111, indicates that 39% of pediatricians would dismiss a family for total vaccine refusal, and 28% would dismiss a family for partial refusal. This is without the pediatrician being asked to sign an exemption form stating they have educated the parent. The percentage of those who dismiss patients for refusing a vaccine will increase under AB2109 forcing parents into multiple visits to obtain a signature. In reality, some parents may not find anyone willing to sign the form.

According to http://paa2012.princeton.edu/download.aspx?submissionId=122921 there were over 11,000 personal beliefs exemptions amongst California Kindergarteners alone in the Fall of 2010. This means well over 100,000 personal beliefs exemptions in California from daycare age through high school. This does not mean all 100,000 plus have had no vaccines as many may have opted out of only one vaccine such as Hepatitis B or chickenpox. As the vaccination schedule has increased from 8 or less vaccinations in the 1950’s to more than 50 by Kindergarten today, it is no wonder parents decide to opt out of some vaccinations.

There are over 6 million children enrolled in public school in California. Given that number and the number of exemptions, the number of new forms that will have to be produced and distributed alone will cost the state over $150,000.

Reimbursement rates for a well-visit from MediCal and Healthy Families range from $12 - $60. Using the most conservative estimate of only 30% of pediatricians dismissing a family for opting out of a vaccine and the low end of the reimbursement rates at $12, the absolute best case scenario of only 30% of parents requiring only two visits to obtain the signature results in an additional cost of $360,000 to the state of California. (.30 x 100,000 x $12) Adding in the cost of producing and distributing the new form, AB2109 costs the state of California well over $500,000 at best. If indeed the number of pediatricians who dismiss families opting out of some or all vaccines increases because of the new requirement of a signature and we use the higher end of the spectrum, 39% and a more realistic cost for a second visit of even $40, the result is a more than $1.5 million cost to the state of California without even considering the cost of producing and distributing the new form. (.39 x 100,000 x $40) These costs are of course only the tip of the iceberg and don’t include the cost to schools for extra time that staff has to take to verify forms or parents who have to pay out of their own pocket or use private insurance to cover these extra visits. The true total cost of AB2109 will be in the millions.

Other questions to ask:

Who will be expected to produce and distribute the new form?

What happens to parents who have already been to their annual exam for their child? Will another visit even be paid for? If not, this severely discriminates against the poor as many will not have the means to pay out of pocket for another provider to sign the form. This could result in parents resorting to making “sick” appointments that will be paid for in an attempt to find someone to sign off adding even more cost to the state as “sick” visits have a higher reimbursement rate.
